Defining and Assessing Competence: Examples from Applying an Evidence-Centered Design Approach

This seminar will focus on conceptual and practical issues in defining and assessing competence in educational and vocational training contexts.  A general approach to the problem area will be outlined – Evidence Centered Design -- and then examples will be provided of its application to the domains of science education and literacy development.  The benefit of this approach is that it requires domain experts to articulate the nature of the claims they wish to make about student competence as a result of education and training and then specify the evidence required to support those claims.  This permits development of a coordinated set of instructional materials to help achieve the desired goals as well as assessments aligned with the intended outcomes.  Programs in the U.S. using such an approach will be highlighted.
