“Does the relationship between human resources and business performance differ across countries?  A Meta-analysis.”

Our paper uses meta-analysis and multilevel analysis to examine whether the relationship between systems of high performance work practices (HPWPs) and business performance differs by country.  It also investigates the degree to which any such country differences can be explained by two specific country characteristics, national culture and institutional flexibility.  Our results help us understand the degree to which organizations are potentially constrained by country differences in choosing management practices.  As such, our paper has implications for the literature on the balance between localization and standardization of multinational enterprises (MNEs, Dowling, Festing, & Engle, 2008), as well as for the literatures on the impact of national cultures and institutions on management practices (Kostova, 1999).
